Phil has a nursing background and has more than 30 years NHS experience of operating at all levels of the NHS, including as a PCT Chief Executive and in a range senior Executive Director positions.
Phil has a wide range of knowledge and experience working with primary care clinician’s and organisations, particularly in the commissioning and development of high quality healthcare services.
Phil currently leads one of the national QIPP workstreams with a focus on enhancing clinical commissioning to improve value and a better use of resources.
